The Allied Races Treaty Organization (ARTO) has been formed by peace loving races to bring together like-minded races and ensure that the galaxy remains a peaceful place. The ARTO has been formed to act as mediator in all treaty disputes between the races. Any disputes that may arise should be brought before the ARTO for mediation before any other action is taken. Current signatories are The UBU, The Zagoids and The Zarkon.

• ARTO Charter:*

1. For all races to live in peace

2. All signatories must supply homeworld and habitability information

3. All signatories must allow unhindered mobility through their space to all other signatories

4. All signatories must agree to support diplomatic ties with all other signatories

5. All signatories must agree never to attack any race, especially not another signatory

5a. If the two races do not have a treaty in place colonization of un-occupied worlds within another races territory will not be defined as an attack.

5a1. Seizing of colonized worlds by any race without the prior consent of the injured party will always be considered an attack

5b. If the two races do not have a treaty in place, movement of unarmed or escort fleets within an other races territory will not be defined as an attack.

5b1. Movement of Capital fleets into a non-signatories territory may be defined as an attack

6. All signatories must agree to abide by Decisions made by the ARTO

7. All signatories must agree to assist other in repelling attacks made by warlike races

8. All signatories must agree to the terms under the Resolution of Breach of Treaty (RBT) Act

9. Elactroforce-mail messages sent through the Worm-hole Wire Way are legitimate means of communications

• Resolution of Breach of Treaty (RBT) Act:*

1. If an attack on any race does happen by mistake, or a breach of treaty between two members happens by mistake the injured race must approach the ARTO as mediator. If a member makes an unprovoked attack against any race by mistake (under clause 5 of the ARTO charter) the member will be obliged to inform the ARTO of this and await decision.

2. If any member is attacked by a non-member race the member is to inform the ARTO before taking any action, with the exception of defensive actions.

3. All signatories except for the ones involved in the dispute will vote as to the outcome of the dispute.

4. The attacking race, member or non-member alike, will be informed of the ARTO decision

5. All signatories will abide by the ARTO decision.

6. Possible disciplinary actions include, but are not limited to:

  a: Reparations
  b: Disarmament
  c: Demilitarized buffer zones
  e: ARTO peace keeping forces
