- Recent devastating setbacks suffered by the various Occult services of the West at the hands of KGB Sektion Viktor has forced a new strategy.
- The major Occult services of the Nato Alliance are to hereby consolidate under the codename Project:Thermopylae .
- Command structure of the new organization is to be set within 48 hours.
- Logistical and tactical/strategic back up duties to be set within 96 hours.
- Premier agents and specialists from each member org. to be identified and retained.
- All borderline ops to be sanctioned to minimize enemy penetration.
- Recruitment drive and training of new agents to be completed asap, all vetted trainees to be retained, all borderliners to be neutralised.
- Agents to be organized into action teams, teams to drawn up of a mix of the following types; arcanists, psionic, tech and ops specialists.
- Primary objectives and Action Team missions to be specified within 10 days.
